Some fields should carry over when using the "Create" feature from the Issues form to create an RFQ.

When creating an RFI from the Issues form, some fields will populate into the newly created RFI from the Issues form. For example, responsible person, description, details... to name a few. A similar process should occur when creating RFQs. Currently, when making an RFQ from the Issues form, nothing carries over. This is redundant because we end up entering the same information twice. 

This functionality exists for every other form (PO, SL, RFI etc.) so it makes sense that the same logic would apply for RFQs.
