Add next Revision Number specific to each Drawing Number during initialization

When we need to initialize new revisions to drawings, they may not all be at the same current revision number.  When we initialize, we want the option to add the next revision number to EACH drawing, versus applying the same revision number to them all.

    I can do this with SQL imports so there is something in the code that checks ALL drawings (even those I'm not choosing to add a revision to) and won't let you use that revision # on any.
