Ability to see full year of agreement term when allocating labor hours in the labor allocation on SM Agreement

When an agreement term spans between two years, having the ability to see the full agreement term information on the labor allocation screen versus having to select the dropdown box to toggle between two years will prevent data from being missed completely when being input.
