Ability to edit notifier for PO Pending Purchase Order Approval

Currently we only have the choice of the default message for the PO Pending PO approval request notifier. We would like to add more information to the notifier, but it's not able to be edited, unlike many of the other notifiers in the system.

  I would also like to see it attach a PDF of the pending PO on the notifier.
