Add fields for stop and resume dates on job

It is not uncommon for job to come to a halt for some reason, perhaps a design flaw was noticed or some other unforeseen circumstance. At some time afterwards the job would resume once the conflict was resolved. There should be a place to put these dates in Vista so the days on the job would be more accurate. Chat was unable to assist with this situation.
