Allow for users to add contingencies per Project Phase and/or Cost Type in PM Cost Projections

Currently you need to add additional phases to actively manage contingencies build into a project but it would make more sense to allow users to add contingencies for each phase and or cost type and to incorporate this into PM Cost Projections. This will ensure that cost estimations and projections are more accurate, flexibility to apply different contingencies within one project and more transparent reporting and cost management of a project.
