If the accounting month is mistakenly left open in Vista, a Job Billing "Change" gets stuck in the month that should have been closed. Vista only allows you to push an entire Job Billing forward a month; there is nothing that can be done with the "Change" status.
Accounting should have the ability to move a Job Billing "Change" forward a month.
