When viewing reports specifically in PM the system sees attachments, but you are unable to view them if they came from another module. It would be nice to view attachments no matter where they were created.

I don't know if this is your exact issue as there could be multiple reasons, but if the document is showing in the report you just can't open them, it could be a permissions issue, which you should talk to your Vista administrator about.
