There are provisions in place on the agreement directly that prevent users from modifying pricing on an active agreement.
Prior to selecting an agreement and hitting the 'create renewals' button on the SM Agreement Renewal form, a user can manually update any price they want on an active agreement line and save the transaction. The other fields (service site/call type/center/division, etc. are all locked down but users can bypass the requirements for a quote and update a price directly and this should not be permitted.
