Problem - Prevailing Wages that have a zero Fringe Rate. The Standard Calculation will not recognize the Zero Fringe and calculate the resulting Zero Liabilities.
When this situation occurs and the Standard calculation encounters a zero, it does not calculate using the zero rate, rather it refers back to the Liability amount and uses that amount to calculate. This is setup in PR Craft Class Template.
Solution - Add a checkbox to use a Zero calculation in PR Craft Class Template, and have the Standard Calculation use a Zero calculation when calculating the Liabilities when this box is checked.
Scenario #1 - How Vista is incorrectly calculating a Zero Fringe.
Employee based Liability - Health Insurance is $5.00 per hour.
Prevailing Wage Job Class - Fringe Benefit is $0.00. $0.00 is setup in PR Craft Class Template in the Fringe Benefit Rate.
Employee works 10 hours on a Project with this job class with Fringe Benefit of $ 0.00. The Standard Calculation will calculate the Liability - Health Insurance to be $50, even though the Fringe value is $0.00. When it encounters a zero, it refers to the Liability, rather than calculating a zero value.
