To open a specific web page based on the form data you have to create a batch file and make sure each user has access to this batch file. Instead develop a more simple solution to pass parameters to a url in the custom button

Hacky workaround: Make a field right near your custom button, and create an F4 lookup that generates the URL.
Usage: Tap F4 in the field, hit enter. Then click the button. ok, that's a pretty horrible workaround.
The reality: We make batch files for this and put them in a special "custom bin" folder in the Viewpoint Repository folder.
