Add attachment description field when importing attachments

When using the import module there is an option to import attachments. Currently the description field from the attachment form is not part of the import process. When attaching in batch we use the description picker to populate that field, but that field isn't available as part of the import process. We would like the description field for attachments added to the import function

  The removal of the description picker in DM batch scan viewer has caused the process of attaching certain universally named documents over numerous record take significantly longer. For example, attaching updated registrations to licensed equipment. I now have to open each attachment, pick the new attachment, edit the description, save and close. The description picker feature eliminated these five additional steps.
