burden phase override at direct phase level

I would like to be able to specify what phase to charge burden at the gross phase level.  This would work like the insurance code on the phase.  If no phase is listed, the system would use the regular Vista choices (Liability Template, ect).  The Liability template could set the overall default to burden follows gross or burden goes to one phase.  Then this override could specify that some (not all) specific phases have their burden posted to a different phase than the defaults in the template.
