Allow Alpha Numeric or Decimal in PM Issue # Field.

Need to be able to track REVISED issues. Allowing alpha or decimal in field would allow tracking of REVISED Issues (ie: Issue # 14R2 or 14.2)   This is the second revision to issue #14.  Without this option it is very difficult to track associated REVISED issues when viewpoint can only assign numeric next in line numbers.  Hard to know Issue # 64 is a Revised version of Issue #12 - especially true when listed out on a report log.
