More robust method to skip lines on import or terminate the import when certain characters are encountered

We download a file of cleared checks from our bank.  1st record is a header record with 4 columns of data, then a bunch of detail lines with 13 columns of data, then a footer record with 2 columns of data.  We can skip the first line, no problem.  Import crashes on last line because there aren't enough columns to parse.  Would be great if the import module had some logic to "skip this line (or stop the import) if characters x-x = "something".  In our instance it would be characters 1-1 on the current line ="T" then stop the import.
