Bug: Last user to use up licenses can't actually log in.

We have 10 licenses, and the 10th person can't log in. The system shows that all licenses are in use,when only 9 are actually in use, as the 10th one is just being used to check "can I log in?"

Viewpoint: Please focus some attention on this 'last user license' issue.
