Description of Problem
Calculate using write over plugged not consistent.
System Version & Test Data
6.13.0
Steps To Reproduce
Create a phase with 3 cost types on it - all with zero estimates
Create a projection code with those 3 cost types pointed to it.
Create a projection batch, and plug a value at the code level.
Go to the phase/cost type level, notice it has spread the value between all 3 cost types
Post the batch.
Now post costs that exceed your projected dollar to just ONEof the cost types
And create a new projection batch, calculate by selecting "write over if actual or actual + committed exceeds pluged value"
Current Results
Intermittently - leaves it as a plugged number if the first time doing projections for the day
The projected number at the code is the amount of the cost that were posted
At the phase/cost type level the projected number is only on the phase/cost type that had the cost posted to it
Expected Results
Be consistent - why did it spread the values the first time - and not the second?
