Option to disable the ability to overwrite a PO Number if auto-numbering is enabled

This option would prevent users from modifying the system generated PO number and allow for the standardization of the PO numbering scheme.  A PO company parameters option would allow company specific rules to be established and prevent rogue users from working outside of the process.
