JC Cost Adjustment should let you post to closed periods if the net effect of the adjustment is zero. We have inactive phases on jobs that just take up space on the screen because in order to delete them we have to remove the cost/hours and in order to that we would need to open closed GL periods from years ago. There should be a way to move cost/hours from incorrect phases to the correct phase even if the actual month the incorrect phase was used is in a closed period.
