It should be considered to change the requirement to enter a Phase Code when working up an Estimate under Pending Change Order [PCO]. At the stage of pricing an Estimate in a Pending change a phase code may yet be present to identify and the Pending Change may not get accepted. The current set up requires you to enter a phase code before you can enter an estimate which is problematic. It would be more logical to identify and enter a phase code once a Pending Change [PCO] is accepted and converted to an Approved Change Order.
