EM Equipment Transfer should give users the opportunity to block the override feature to the job field if it does not match the last location transfer, OR provide a warning to users if they override the job and it does not match the last transfer in history.

The old EM Transfer process included a validation feature which verified Equipment Locations. The current process posts directly into the tables, so the transfer tab and EM Master location do not always agree.
