There needs to be a way that a user in the PM Module can submit a projection from the PM Cost Projections form WITHOUT it updating the JC tables. There needs to be a way for it to be approved, then interfaced like every other process from PM to JC. Let's just call them PENDING Cost Projections. We should also be able to run reports based on their Pending Cost Projections before the data is already entered into JC,
