Add ability to not markup (add exception) for certain non material purchases

Would like the ability to not markup certain non material purchases (such as 'Freight'). There is currently nothing in the SM Rate Template set up to exclude or change markup rates for non-material purchases. If you choose to not mark up a certain such as 'Freight' you have to manually adjust in SM Work Order on Work Completed tab
