Notes on PCO Estimate/Purchase Detail Line, do NOT add to SubCO Item level, when adding PCO Item to SubCO via Tasks, Add PCO Item,

Steps To Reproduce
This is a specific workflow
Create a PCO for a subcontractor
On the estimate/purchase details tab add vendor, SL, SL Item and amount AND add notes
At this point customer approves the PCO WITHOUT creating SL, but you do not need to.
Open PM Subcontract Change Orders
create a new SubCO for vendor/sl on the PCO
Go to Tasks, click Add Items from PCO Detail
Select your PCO and click OK
Current Results
In 6.10.9 - The notes added to the Item level.
6.12.2 - the notes add to the header detail area NOT to the item level.
Two issues come into play
43568**I think this is where it was decicded that the notes should not populate the item level, however earlier notes on same issue say it SHOULD populate item level

Expected Results
Customers have custom reports pulling from the item level notes and they are now not populating as they were previously.

OMG, this issue is extremely frustrating to us because our entire SCO process works off of the PCO Estimate/Purchase Detail Line item adding to the SubCo Item level. We have been working with VP for 2 months to fix the issue that they caused since we upgraded from 6.10.7 to 6.12 but we aren't getting anywhere.
