Description of Problem
System allows you to write a new subcontract with only a change order item, but will not interface via PM Approved Change Orders
System Version & Test Data
Currently 6.13 however I think it has done this for quite some time
Have always told customer "cant write a change before original - change to what?"
but customer is Summit and requested an issue be created
Steps To Reproduce
Create an ACO with subcontract cost type
Go to Tasks, open Subcontract detail
Assign vendor not assigned a sub on your job
notice item type 2 change and subCO created
Go to SL Header check approve
Go to Subcontract CO and verify approved
Current Results
Wont show on the interface screen
Expected Results
To not allow you to write a change to a sub when no subcontract exists
