SM Rate Equipment Overrides - Allow entry by equipment category not just by individual equipment

For entities that have multiple pieces of equipment within the same category such as vehicles or lifts you would not have to enter each piece of equipment to make sure that it is properly invoiced to your customer.  Also, when billing rates change you would only have to update one amount instead of multiple entries.
