Restrict access to Cancel WO button in SM Work Orders, or require notes to be entered as to why work order was cancelled

SM Work orders can be cancelled by anyone without giving a reason why.  Need to either restrict access to this button or make enter a note as to why the work order was cancelled before it can be cancelled
