For job-linked SM Work Orders, give the ability to bill a flat price instead of T&M

We are currently able to have a work order charge its costs to a job based on the site's setup using a rate template, but we believe it would be beneficial to also have the option to have a work order bill a flat price to a job upon completion of the work. This is currently not an option with the software.
