To have the option to bill miscellaneous mileage lines by mile or by flat amount

Currently you only can select to bill per mile or a flat rate amount. When you enter the quantity of miles for the cost, it defaults to the billable quantity even when line is billed at a flat amount. You then need to manually change the quantity to 1. It be nice to be able to have the ability to toggle between the options or have an override at the service site level.
