Allow ability to mass renew agreements even if some task schedule services do not have any months selected in scheduling

When using the Mass Renewal feature, about 95% of our agreement task schedules have lines with no labor classes in the year. We have to manually renew each agreement due to the error that is being thrown when utilizing the mass renew feature - once the error shows you only get the option to delete or close.
