Add the ability to disable an SM Standard Item

We have a number of items under SM Standard Items and many of them are no longer used due to being required only for our go-live process or being replaced by a newer standard item. It would be beneficial and cut down on the chance of someone using an incorrect Standard Item if we had the option to disable Standard Items as needed (such as with an Active / Inactive checkbox, similar to how PR Employees designates active employees).
