Often time will sell scrap materials to 3rd party customers. This isn't contract revenue but rather should reduce job costs. Currently we are posting invoice to a GL suspense account and then using a JC Cost Adjustment to get the credit in job costs.

Yes. But that only works once we get paid. Often times I need to send a bill for the miscellaneous materials that have been sold. I need an actual invoice to send out and to include that invoice in accounts receivable.
Have you tried using AR Misc Cash Receipt? It allows you to post funds received as a reduction in costs to either jobs or equipment. Typically used for monies refunded or otherwise received that should not be classified as revenue,
