Payroll state on the phase code

Would you ever consider the ability to be able to assign the payroll state by the phase code?  For example, we have a shop location that is located in WI, so the payroll state for all of that work is always WI no matter what state the work might be performed in.  We have a work around on how we are handling this in the system, but this ability would eliminate the extra work.
