Want to have more consistency when adding a line in a grid

In the HR Resource Master, ACA History tab, a new line (sequence) can only be added using the '+' symbol.  In the Contacts tab, use of the '+' is disallowed, must enter a sequence number.  It is the little inconsistent details like this - which are throughout Vista, this is just one example - that makes day-to-day working with Vista maddening. Stuff like this is also in all the other modules, not just HR.  Just ask anyone that works in those modules.
