The report is for a snapshot in time, and as such we can enter Beginning & Ending PR End Dates. Those are only used for the current year calculations, in a company-wide report. The previous year will not have the same PR End Date, so the report does not provide that same snapshot in time for the Previous Year Totals. Need to either remove that line, or provide a PR End Date field for the previous year that can be entered.
