It would benefit the accounting and payroll departments, as well as the Human Resources manager(s), because having to add the new garnishment balance to an old previous balance is confusing and does not allow the payroll manager to accurately see the balance limits.

This is an issue for all declining balance deductions (loans, repayments). The balance should be linked to the specific loan or garnishment order, not the same deduction code for the employee's entire employment history.
