Have all methods of PR Deduction/Liabilities able to be checked 'Basis code on other dedn/liab codes.'

We have certain Crafts where a deduction is calculated as a percentage of earnings + fringes (liabilities).  Some of their fringes are calculated on Method H - Rate per Hour and other fringes are calculated on Method F - Factored rate per hour.  Currently, we can only select Method H fringes as a basis code on other dedn/liab codes, therefore we can't set up the new deduction code properly and have to manually calculate the deduction three times (straight time, overtime, and double time) and add/override it on each Craft Class (Apprentice 1 through 5, Journeyman, Foreman, General Foreman) in the Employee Dedn/Liab program.
