Add a Y/N check box to PR Company Parameters or EM Co Parameters to allow costs to post to inactive equipment

Every week we have rental equipment that has been returned.  We are either posting usage to it from the week before or posting mechanic work order hours to it.  It creates an error in PR Pay Period Control when you are closing the pay period.  Every week we have to stop, go to EM Equipment, activate the equipment, go back to PR Pay Period Control and finish closing the pay period.  Then we have to go back to EM Equipment and inactivate the equipment.
