Prior to this update i was able to cap a fringe package without it affecting the wage. It does not do this anymore. now it Caps the entire package. The wage is not included in the fringe package. THe fringe package is reducing a liability. THis does not work for employees that make more Wage than the prevailng wage rate. These employees should be able to receive the higher wage and still receive their full fringe package.
