Print zero dollar ($0) payroll checks when no hours involved.

It would be nice to have the PR system print $0 checks when there are no hours involved.  The system should print a check regardless or at least have the option to print or not print.  With a recent update the system started printing $0 checks but only if there are hours on the entry. There are times when $0 checks are processed and hours are not involved, such as gross ups.
