Allow posting to inactive equipment with or without warning in EM Co Parameters

We have AP invoices and PR Mechanics hours that post in VP after the equipment has been made inactive.  If this was a selection in EM Company Parameters we could choose to allow posting to inactive with or without a warning or not to post to inactive at all.  Would need to have check boxes for which module you are coming from.  For example Recurring AP invoices for loan payments, Recurring EM Cost Adjustments for insurance, etc.
