Allow users to validate batches and check errors but NOT post

This is pretty standard in most other accounting packages where a user can enter transactions, view their batches and check for errors, but NOT post.  This isn't possible in VP.

  By doing this, the AP Manager can review transactions by new AP Clerks without the hassle of trying to fix them if the posting date is wrong.
