AP - Check Replacement

being able to replace a check in AP without having to void and reissue.  EX: check was destroyed and I need to reissue a new check, nothing else needs to change.   (just like PR has)

  Will review ... FYI, you can use new partner Nvoicepay to solve this problem today starting with 6.16
