Add a new calculation method for Deduction/Liability setup

New Mexico has a fee for every employee who worked in NM on the last day of the quarter. 

I suggest a new calculation method called "Day of..." 

There would be two secondary fields:  The first one is a dropdown for First, or Last.  The second one has the options for Week, Month, Quarter, Calendar Year.

With that calc method I could select a flat amount be applied every First Day of the Quarter, or every Last Day of the Month.
