Add the Rehire Date field to the HR module

The Rehire Date field currently is only in Payroll.  The Rehire Date field cannot be seen/accessed by the users who access HR and not PR.  The Rehire Date field does not appear on any current report.  The Rehire Date is relevant to insurance eligibility, vacation time, etc.
