Allow Reviewer to change the Phase or Cost Type when sourced from a PO.

It would be nice to have the ability to let the reviewer change the phase themselves if it is created from a PO instead of having to reject the invoice or line and put in a note.  This takes more time on all ends since they also have to change the PO.  Process could be streamlined a little bit more since the reviewer is ultimately the one who know where it should be costed to.
