An employee setup wizard would help identify mandatory steps when creating employees.
For example, filing status, deductions and liabilities, annual leave, bank setup, superannuation etc

Wizards aren't generally helpful for a piece of software which has a lot of different features that only 5% of them ever get used by any company.
If you have the Workflow Module, you can use that, which allows you to have a checklist and assign different parts to different people etc.
You can just mark all the fields you require as required Fields. Then the program will not save the record until you fill in all the required fields. Basically it makes it own Wizard specific to your company.
