If the intent is to help indicate which transactions will be billed thru the JB T&M Billing process, then NonBillable costs should not appear in a report with the parameter Print (U)nbilled. This parameter returns cost types that are defined in the T&M Template as nonbillable. Honestly, an entire overhaul is needed of your T&M billing process. This is not a well developed process.
