Allow for date-specific changes to take place, when running HR Update to PR with open timecard batches

Using the KeyStyle application for our field employees means there is always an open batch for the next week's time.  The HR Update to PR (for benefit changes, as an example) will not update any employees in an open batch.  I'd like to be able to add a Week-Ending date to the process, to allow for posting to employees in open batches.
