Allow Vista Payroll to not round totals when there are odd numbered hours and odd percentage values

So as a Vista user, they don't have to calculate the values manually and correct for the rounding

Example is an earning that has a rate like 26.17 x odd hours like 4.25.  It rounds the calculation and the user has to manually change to the correct value.

For Government jobs, they have to be correct, to the penny amount, when paying the Union employees.

This is in the state of South Carolina

  I need the rounding fixed in Union Deductions and Union Fringes.

  This has been on ongoing issues that needs priority!
